Civic Restoration Set to Wrap Up This Summer, Breathing New Life into Wigan’s Former Council Offices
Capital&Centric’s transformation of Wigan’s former Civic Centre is well underway, with construction and restoration work set to complete this summer. The project will see the iconic building reborn as Civic: a vibrant home for startups, creative businesses and established names alike.
Originally built in the 1970s as the heart of the borough’s civic affairs, the old council offices have long stood empty – a monument to the town’s past, now reimagined as a new hub for Wigan’s creative and entrepreneurial scene.

The plans include a mix of workspaces designed to flex and grow with the businesses that call Civic home. From incubator spaces for fledgling startups to larger units for more established players, there’s room for everyone to find their fit.
Business residents will also get access to top-notch amenities, including an on-site gym, a mini cinema, and a roof terrace for al fresco hangouts and social events. A publicly accessible café-bar space will offer a spot to hang out, catch up with mates or fuel up for the day ahead, while bookable meeting rooms give businesses the space to plan, pitch and collaborate.
A newly released CGI offers a first glimpse of what Civic will look like, with bold design and plenty of nods to the building’s original character.
