All systems go for Civic Centre regeneration

August 20, 2026

Capital&Centric with Plymouth City Council have confirmed that the iconic Civic Centre will disappear from the end of September behind a giant tower of scaffolding as the most significant phase of its regeneration gets underway.

From the end of next month, the Civic Centre site will be a hive of activity as building contractors get to work on the next stage of the scheme.

Over the coming months - through to Christmas - scaffolding and netting will gradually envelop the building. Once in place, the most critical works get underway: removing external cladding to enable structural surveys, clearing all remaining asbestos, and carrying out internal and external demolition works, including the 1970s extension.

Plymouth City College will occupy the lower floors and basement, creating a Blue Green Skills Hub offering training for up to 2,000 students each year across more than 60 courses.

Councillor Matt Smith, Cabinet Member for Housing, City Centre Regeneration and Events, said:
"There's a real sense of momentum building around the Civic. Planning and listed building consent have been granted, the building has been made safe to work in, and now we have a contractor lined up for this next stage - who have shown they're more than capable of tackling complex projects in Plymouth. It's all systems go."
Tim Heatley, Chair and Co-Founder of Capital&Centric, said:
"Big things happen when good people pull in the same direction. Working shoulder-to-shoulder with Plymouth City Council to bring this icon back to life has been brilliant - proper partnership, shared ambition, and a city getting stuff done."

The redevelopment of Plymouth Civic Centre is an ambitious regeneration project bringing city-centre living to one of the city's most recognisable landmarks. Capital&Centric will restore and repurpose the 14-storey Grade II listed tower to create 144 high-quality build-to-rent homes, managed by their rental brand Ollo.

Specialists in transforming heritage buildings and brownfield sites into mixed-use neighbourhoods, Capital&Centric are currently progressing a £2 billion pipeline across residential, commercial, hotel and leisure sectors - with a track record spanning Manchester, Sheffield, Liverpool and beyond.
